TEE + interpretability stack Under VERIFIED_BOX observation an agent's trust is capped at a ceiling of 1000 — it cannot exceed tier T7 no matter how it performs, until it is moved to a more transparent observation tier. This is the "you can't trust what you can't see" constraint.
