Observation ceiling
The maximum trust score an agent can reach given how observable it is.
Definition
An agent’s observation tier imposes a ceiling: a black-box agent cannot be trusted as highly as a fully transparent one, regardless of behaviour. The "what-if" shows how the ceiling — and the reachable tier — would rise if the agent were moved to a more transparent observation tier.
