Halts an agent’s operations when failure pressure crosses the breaker threshold.
Definition
The circuit breaker is the hard stop: when an agent’s risk accumulator crosses the breaker threshold it trips, halting all operations until the agent requalifies. Trips, degraded entries, and resets are tracked as state transitions.
