Definition
Each failing, non-blocked signal contributes P(T)×R to a 24-hour rolling sum. The accumulator crossing 60 raises a warning, 120 marks the agent degraded, and 240 trips the circuit breaker. Blocked signals and failures without a usable tier/risk are excluded — never estimated.
