Definition
The ETHICAL canary is one of nine probe categories the runtime periodically fires to actively test an agent. A ETHICAL probe exercises trust factor OP-ALIGN and a failure carries CRITICAL risk. Note: the canary taxonomy is a provisional (Phase-1) governance subsystem held locally, not part of the sealed canonical spec.
